Connie Welch and Associates provides expert knowledge in the field of environmental laws and * have extensive experience and first-hand working knowledge in all aspects of pesticide registration, reregistration, registration review, and the most recent endocrine disruptor testing program. We represent and provide ongoing advice to the chemical industry, both in the US and abroad, for conformance to the Food Quality Protection Act (FQPA), the Federal Food, Drug, and Cosmetic Act (FFDCA), the Toxic Inventory and Control Act (TSCA), and the Resource Recovery and Conservation Act (RCRA). Our firm also acts as the US Agent for overseas clients, representing them on all pesticide regulatory and technical matters.

Connie Welch enjoyed a 17 year lon ...g and distinguished career within EPA's Office of Pesticides Programs (OPP), where she held prominent leadership positions dealing with conventional pesticides, antimicrobial pesticides and inert ingredients.
Connie Welch began her career at EPA as a Product Chemist within OPP's Registration Division.
She then served as Team Leader for the Registration Division's Project Coordination Section, where she managed the regulatory development of all pesticide inert ingredients and performed specialized analytical studies. In that capacity, she solved significant pesticide and management problems that had been confronting EPA. She also served as Chair of the Inerts Review Group, which was comprised of toxicologists, residue chemists, environmental fate and ecotox scientists. Her group was responsible for critically reviewing all data received in support of a tolerance or tolerance exemption for all food use pesticide inert ingredients.
Connie Welch was promoted to Product Manager in the Registration Division's Fungicide-Herbicide Branch, where she was responsible for the regulatory review of all applications for registration, amended registration, tolerance or tolerance exemptions, special local needs, and experimental use permits for over 5000 agricultural fungicides.
In recognition of her strong leadership and technical skills, she was promoted to Acting Deputy of the Fungicide Herbicide Branch, where she was responsible for managing four product management teams. These four teams were responsible for processing over 3300 registration actions. The branch had a staff of 32 employees with backgrounds in chemistry, biology, genetics, plant pathology, toxicology and environmental science.
For the last eight years of her federal career, Connie Welch served as Chief of the Regulatory Management Branch II in OPP's Antimicrobials Division. Her branch was responsible for the regulatory review and oversight of antimicrobial pesticide chemicals. It was in this position that she:
o Successfully led an international team of scientist and regulatory staff to the cancellation of arsenic compounds used in treated wood products for the construction of children's playground equipment and other residential uses;
o Met all Congressional mandates/deadlines for the FIFRA scientific review of pesticide chemicals/products used to provide the general public with safe drinking water, food, and hospital/home health care;
o Served as the USEPA Expert on the leading and most dangerous chemical warfare agents; and
o Served as a national and international speaker, representing the United States on controversial worldwide technical and regulatory issues.
Because of Connie's extensive EPA experience, and previous experience as the Global Regulatory Consultant for ChemReg International, LLC, Connie Welch and Associates is able to provide a wealth of pesticide knowledge and expertise, as well as experience in working with other offices within the EPA (Office of Drinking Water, Office of Solid Waste) and other Federal agencies (the Food and Drug Administration, the Consumer Products Safety Commission, and the US Department of Agriculture).
